Abstract

In the near future, the effective management has become the consensus of contemporary enterprises, the cost management which is the important part of the project management continued to increase in the complex process of project construction. In this paper, the investment decision-making and design stage of the impact of the project costs of the link to proceed to analyze how the building works carried out in the effective cost control. And I aim at encouraging focusing the project cost management at investment decision-making and design stages as the project cost can be effectively managed at those stage. In the content, I will illustrate what is the project cost management through illustrating the processes and tasks of the project cost management, I will also use the cases of building a new campus by China University of Mining & Technology, and other cases to illustrate what they did at those two stages. For instance, determine the scale and location of construction at the investment decision-making stage. Choosing a good designer which can provide a good quality design as the fee of design is 1.5% to 2.0% of the whole project costs, but it may impact on the whole project costs up to 75%. And they select the materials at the design stage. Those cases are used to illustrate what should be done and how to do those tasks as an effectively project cost management at the investment decision-making and design stage.

Recently, as the requirements of houses are increasing, a lot of buildings are built each year in China. The number of new buildings is averagely increasing at 8% each year, and the requirement of residential buildings is estimated at 300 million m2 each year in China. It is caused by population of China is increasing, and the problem of increased population also causes that the universities should adopt more and more students every year. The students of Chinese universities are increased by 5 times during last ten years. In the UK, there has the oldest housing stock in the developed world with 8.5 million properties over 60 years old. According to the current demolition rates, those properties have to last for many years than it was originally built to stand. In addition, more than 80% of existing UK houses was suggested that they will still stand in 2050. Therefore, there is a big requirement for houses in UK as well.
