1. Localisation Quality
 
1.1 Background

These quality metrics have been put together as a result of reviewing the localisation quality metrics and processes from the following companies;   

Microsoft, Digital, Sequent, Rank Xerox, IDOC Europe, DLS and IBM.

The authors of this document have taken the best/most appropriate areas of the quality metrics from these companies and detailed in this report how these metrics might then be applied, both generically and on a per project basis.  It should however be pointed out that the application will typically be project specific, and that the metrics proposed in this document are intended as a guide only.

This document gives suggestions for quality metrics for all components that go to make a localised product.  

The main aim should be to consistently provide localised products that meet the needs and the expectations of its customers.  It should be a complimentary aim to help itsvendors to achieve the quality of localised products necessary for each territory or market.  To ensure this, quality assurance steps should be implemented throughout the localisation process as proposed in this document.

It is recommended that the quality assurance process and metrics indicated in this document should also be applied to the source product.  Depending on the nature of the project, this may not always be practically possible, but since the quality of the localised product is largely dependent on the quality of the original, every reasonable step to ensure the correctness of the source product should be taken.  It is good practice and common sense that any inaccuracies in the source product should be notified by the vendor to the client and corrected accordingly, but (unless it is part of the work specification) the vendor cannot be held responsible for errors in the localised product if these are in the original.  Consequently, only errors which are introduced in the localisation process should be listed as such in the QA forms.

1.2 The Localisation Process

While it is arguable that there can not be a “standard localisation process”, it is important to identify and define the major elements that constitute a localisation process in order to outline a proposed QA process.  The following is an outline of such a localisation process:

1  Product & Project specification supplied by client or compiled by vendor
2  Product analysed by vendor (DTP, Engineering, Language & Project Management Analysis)
3 Vendor establishes QA and sampling plan
4  Vendor identifies and primes project resources
5  Analysis & Schedule approved & agreed between client & vendor
6  Project order placed by client with vendor

Project Initiation Phase (vendor)
7  Vendor receives files
8  Vendor checks received files against specification
9  Vendor verifies and commits resources
10  Vendor confirms specification, schedule and resource availability

Production Initiation Phase
