Outline 1.Introduction The executive vice president of global operations of Mattel's apologized to Chinese for Mattel’s recall incident, and at the same time he said, “The vast majority of the recalled toys is due to design defects caused by the United States, it’s not the problem of Chinese manufacturers’, Mattel is willing to bear full responsibility for recall. Mattel said in the news release: There are 17.4 million pieces of Mattel’s tooys have been recalled for magnet, the design problems concerned with magnet have no relations with Chinese manufacturers. Although China is the world's largest toy exporter. China's toy exports accounted for 60 percent of the global total. Mattel is the world's largest toy manufacturer, 65 per cent of the total sales are direct procureed from China. Although the toy products with some potential safety problems are manufactured in China, but the design defects the root causes for potential safety problems and the corresponding brand companies should be responsible for these design issues. When many European and American customers buy toys, they usually noted that the signs "Made in China", but it only said that toys are produced in China, when any security issue brought out, people will usually hold the responsibility of the manufacturer, and very few people will take into account whether this is the responsibility of the toy designer, while a large number of toys made in China were designed by foreign designers, such as Mattel, Hasbro, Hornby. Before this recall incident, E U have "Toy Safety Directive", (May 3, 1998's "The European Council Directive"). In whose Annex II incorporates the " The Basic Requirements of Toy safety." The EU Toy Safety Directive also includes the requests for a toy on the physical and mechanical properties, flammability, chemical properties, electrical properties, health and radioactive etc. All these have reduced the possibilities of insecurity in a certain extent brought by the toy designers. On January 25, 2008, the EU issued a “Toy Safety on the European Parliament and Council Directive Proposal”, it put forward new requirements for toy safety, the two decrees are mainly targeted at the toy manufacturers, but we should also pay attention to the following questions.
