ICT promotes livelihood opportunities for rural labour

This action research proposes to address the problem of under-employment among rural poor, through an ICT-based job agency for casual labour, as a means of improving their incomes and livelihoods. It is proposed to be carried out as a partnership between the Centre for Poverty Analysis (CEPA) and the Berendina Development Services (Guarantee) Ltd (BDS).

CEPA will be the research partner for this action research. It is an independent organisation providing professional services on poverty related development issues. CEPA’s objectives emphasise the provision of independent analysis, capacity building of development actors, and seeking opportunities for policy influence. One of its core areas of expertise is in impact monitoring and evaluation, with clients ranging from the World Bank and ADB to small local development organizations. It strives to be at the forefront of methodological development including in the use of mixed methods.

Berendina Development Services (BDS) will be the field implementing partner for this project. It is a local NGO which has been working in Yatiyantota and adjoining areas in Sri Lanka and since 1992. The Action Research will draw on BDS’ experience with operating Employment Resource Centres (ERC) in rural areas which has been very successful and has lead to a scaling up into 5 other such locations in the region. This program is very effective and in 2008 as much as 827 jobs were found for unemployed youth. While ERCs are focusing on permanent/contract employment, and not short term and daily wage employment, BDS work in Yatiyantota has shown that lack of labor work is a major constraint which affects the poorest in the area.

For purposes of this proposal, the Principal Investigator is Nilakshi De Silva, who is a Senior Professional with CEPA (CV attached).
