The benefits of regulatory reform

ABSTRACT:

The benefits of regulatory reform will most likely happen when there is prudency in long term investments and there exists an improvement in efficiency. But these gains will difficult to place a value on and be measured. The lessons gotten from the experience of the regulatory reform will be discussed. With the electricity industry exposed to the exercise of market power, we see the need for a continued overseeing of a regulatory body. It can be seen that deregulation and restructuring will not be synonymous.

1.0 INTRODUCTION

Finland deregulated its electricity market since the July 1995.[1] Consumers purchased power from local electricity company before deregulation. This local electricity company generated its power or got power from another member of the industry. The wholesale market was nonexistent and less competition at the retailing side. Traditionally, this was the organization of the electricity industry around the world be it public or private. In the 1970's there was a general favor of regulation reduction in certain industries: for example, telecommunications and airlines in the United States of America.[2] Other countries followed suit in the reduction of the level regulation in their electricity industries with Norway and the United Kingdom starting a series of wide range of deregulation in the early 90's, Finland followed suit few years later.

This research intends to look at the question: whether the deregulation has resulted in positive results for the economy of Finland and its citizens. It will also look at ways it can improve. The main tool that will be used in answering this question will be a cost benefit analysis which will compare the historical cost of electricity prices, trade and production with estimates of what would have been the case if the deregulation a had not taken effect. This research would use figures to calculate whether industry and households are better off with deregulation or vice versa. On the other hand, the electricity industry's costs and profits would change; calculation would be made for this.
