In the tradition ofSchumpeter (1934), entrepreneurs are seen asthe small business owner-managers who keepahead of competitors through bettermanagement and the introduction of new,innovative products and processes. Althoughpolicy has focused on fresh start-ups, manyfeel that existing SMEs offer the best scopefor innovation and sustained employment(Storey, 1994). It is fair to say that the startupphase in a firm’s life cycle is generallyentrepreneurial but there needs to be asustained progression from that phase if thefirm is to survive and prosper (Flamholtz,1986).The re-assessment of the role of small firmsin the sustainable development of a soundand growing economy dates back in the UKsome 30 years ago to the publication of theBolton (1971) report. Since then, variousConservative and Labour governments haveemphasised different features of the small andmedium enterprise (SME) sector as theyformulated and justified their small businesspolicies. AbstractThe focus of this paper is on existing small firms, withfewer than 50 employees, and their attitudes to change,using data from regular quarterly small firm surveysconducted by the Small Business Research Trust,especially from the 1,212 respondents to the fourthquarter of 1999 (15:4, motivation, objectives and targets)and the 812 respondents to the first quarter 2000 survey(16:1, changes). The overlap between the respondents tothese successive surveys allows their responses to becross-tabulated. It was expected that there would bestrong positive links between growth-orientation, thesetting of financial objectives (as opposed to lifestylegoals), propensity to introduce changes and actualgrowth, and that age and size of firm effects will also bepresent and likely, as intervening variables, to influencethese relationships.
