EXECUTIVE SUMMARY

The current modes of ground transportation systems of the United States and other developed countries are facing a main problem: traffic congestion.  The problem of traffic congestion and the time loss for the daily commuter is so severe that it is not acceptable.  In today’s world time is money and our economic progress and success in the future will depend on more efficient modes of transportation for people and goods.  The development of a low cost personal air vehicle (PAV) offers the undeniable potential for a new era in transportation mobility, increased capacity, reduced congestion, and improved quality of life for the mankind.
