Are intellectual property rules the "new protectionism" or are they the necessary policies to promote innovation in the knowledge-based economy?

Abstract: Nowadays, with the increasing volume of trade in intellectual property rights, intellectual property rules developed and become more mature. And the intellectual property disputes increased too. Are intellectual property rules the "new protectionism" or are they the necessary policies to promote innovation in the knowledge-based economy? Every coin has two sides .This article discuss this issue from the perspective of developed and developing countries after pointing out the problem.
