These comprehensions must be addressed and fears allayed before it can succeed in its purpose that is to improve fairer trade between the member nations. Amidst of the international trade liberalization and harmonization by GATT and WTO there are some notable industry exceptions like global textile industry for the reason in particular that most developed countries did not apply the GATT’s rule against quantitative restriction(Article XI:1)1 for trade in global textile industry.
