Entrepreneurs’ qualifications, can be included that with innovative multi-faceted, ability to convince, ambition and ability to calm, and any other comprehensive abilities. The fundamental importance of these several functions is the ability to foreseen future and finds market opportunities. The so-called environment for enterprises is only ‘image’ in entrepreneurs’ mind. Environment is not objective facts that easy to discover, business expansion and development opportunities is just a vision from entrepreneurs for enterprises to produce out what of kinds of products. Therefore, in this sense, entrepreneurial spirit is the most fundamental element for entrepreneurs to carry tasks of enterprises.

Thirdly: Schonpeter 's ‘innovatation theory’
Schonpeter (Schonpeter, 1939) is a recognized theorist of entrepreneurship; especially he is the pioneer of entrepreneurs’ innovative theory. He believed that the ultimate issue of economics is to discuss inherent purchasing rules in economic society, while traditional theory is only means static state to describe equilibrium state of ecnomic system under the granted condition. Even if with changing phenomenon，it is only limited to seize the process for economic system to adapt to external conditions. The biggest weakness of equilibrium theory is that it is originally considered as a change happened outside, but in fact it is inevitable change which happened from internal forces in economic system. In other words, economic action itself has possibility of dramatic changes in external conditions. In this case, it will not play any role if you only promote to adapt to changes in equilibrium theory. In accordance with Schonpeter's view, the so-called natural development of capitalism is the process of internal change in economic system, while it is entrepreneurs’ innovative acts that promote dynamic process of this campaign.
Schonpeter pointed out that if we only describe economic process as the role of objective, then it is impossible to explain its progress from economic process itself, it can only by means of some accidental changes to illustrate the situation.
As a result, it would come to the solution that there is no any creative role in national economy. Schonpeter believed that development is a spontaneous inherent phenomenon of capitalist system; it is demonstrated in terms of destructing economic cycle of inertia track. In equilibrium, enterprises can only recover the equivalent maximum productivity cost, including all factors of production.
