Introduction

Education is an endless topic. There is always much more to do with it. It needs continuous changes, revolutions and improvements, along which a lot of new ideas are also come up with, in terms of teaching subjects as well as teaching methodology.
With quickening globalization and China’s entry into the WTO, English has gradually become an international language. Meanwhile, the demand of English talents is increasing. English became a school subject in the late nineteenth century. And these several decades witnessed its significant development. Now English is a compulsory course for students in China, and numerous English institutes were set up here.
But that does not mean English enjoy widespread popularity in China, nor Chinese people master this language well. Generally speaking, China is always considered as the last country where people speak English well as second language.
One contributing factor for this is that our nation is too conservative and too shy to speak out English in our daily life. Another reason is the problem of our country’s English education system. We attach too much attention to English language knowledge and the learning of written language. Mostly, we consider it as a subject to learn, rather than a language to speak. Thus, we seldom use it and speak it. What’s worse, our education tends to be exam-oriented, which even makes us neglect the practical application of language.
Also, it could be blamed on our country’s English language testing system. Based on the current situation of English education listed above, the English language tests in China seem to exam English language knowledge but rarely measure candidates’ ability to use English. Actually, unscientific language tests make an adverse impact on language education. In turn, education also affects the formation of the tests. They two greatly interact with each other.
Therefore, a perfect language test is indispensable to language learners. It guides them to learn, and meanwhile determines the way they learn and how well they master the language.
