Subtitle A of Title VI authorizes payments to “public safety officials involved in the prevention, investigation, rescue, or recovery efforts” and “heroic public safety officers.” The other half of Title VI revises how victims of criminal acts are compensated. The next title is briefest with only one section, 711. It increases communication between federal, state, and local law enforcement agencies in the event of a terrorist attack. [xxii]
Title VIII expands the Federal Criminal Code to include terrorist acts against systems of mass transit, such as “transportation vehicles, ferries…or operating systems.” 802 redefines international terrorism to include acts of mass destruction. In addition to violating US law, domestic terrorism is classified as acts that use intimidation or coercion to influence civilians, influence government policy, or affect government activities. Domestic terrorism is also defined as “primarily” occurring within the United States. [xxiii] 803 makes it illegal to shelter terrorists. 804 brings crimes that are committed on any US grounds under federal jurisdiction. Giving aid or materials to terrorists operating outside of the United States is outlawed by 805. 806 states that all terrorist assets are considered forfeit. 809 suspends the statute of limitations for terrorists whose actions have or may have brought harm to another person. 810 increases the penalty for crimes of terrorism. 811 moves terrorist attempts or conspiracies into the same crime category as the actions in 810. 816 provides for the creation of new and funding of existent “regional computer forensic laboratories.” 817 describes penalties for the possession of “biological agents, toxins, or delivery systems” by “certain restricted persons.” [xxiv]
Title IX provides for improved intelligence networks. 901 changes the duties of the Director of Central Intelligence to include making sure that intelligence gathered from physical searches and electronic surveillance, in accordance with the FISA, is disturbed “efficiently and effectively for foreign intelligence purposes.” The Director does not gain the authority to conduct searches and is limited to a
logistical role. 902 expands foreign intelligence to include international terrorism. Section 903 promotes the creation and use of intelligence networks between federal employees and “any person, entity, or group” in order to gain any information related to terrorist groups, leaders, or activities. [xxv] 904 lets officials postpone informing Congress of their actions if doing so would interfere with a counterterrorism investigation. 905 requires that foreign and domestic intelligence agencies cooperate with one another. 906 and 907 start an investigation into the feasibility of creating new or improved intelligence departments.
