wned, operated, or managed by or on behalf of any State or subdivision thereof, other than a public school or public college, the Attorney General is authorized to institute for or in the name of the United States a civil action in any appropriate district court of the United States against such parties and for such relief as may be appropriate, and such court shall have and shall exercise jurisdiction of proceedings.
Title IV-Desegregation of Public Education
This title authorized the Commission of Education to provide technical and financial assistance to help deal with problems resulting from desegregation. The Attorney General was also allowed to institute suits in the name of the government for students or parents who are unable to bring suit. This title gave an explanation and definition of some of the words uses in the education process such as; Commissioner, Public School, Desegregation, and School Board. It also gave way to some of the responsibilities of the Commissioner in the desegregation process, mentioning that the Commissioner has lead way to surveys and reports of educational opportunities, technical assistance, training institutes and grants.
Title V-Civil Rights Commission
This title made the Commission on Civil Rights a permanent body. It outlines the rules and procedures of the Commission hearings, as well as the duties of the Commission. It states that the Commission shall; investigate allegations, study and collect information, appraise the laws and policies of the Federal government, and serve as a national clearinghouse for information in respect to denials of equal protection of the laws because of race, color, religion or national origin, including but not limited to the fields of voting, education, housing, employment, the use of public facilities, and transportation, or in the administration of justice.
Title VI-Nondiscrimination in Federally Assisted Programs
This title prohibited discrimination by any programs or activities receiving financial assistance. It states that no person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits or be subjected to discrimination under any program or activity receiving Federal financial assistance. It also authorized the appropriate departments to take action to carry out this policy by stating that each Federal department and agency which is empowered to extend Federal financial assistance to any program or activity, by way of grant, loan, or contract other than a contract of insurance or guaranty, is authorized and directed to effectuate the provisions of this title.
Title VII-Equal Employment Opportunity
This title established the Federal Equal Employment Opportunity to eliminate unlawful employment practices. Besides title IV dealing with Education, this title may have had one of the biggest impacts on American lifestyle. It begins by defining term in the title such as; employer, employment agency, and labor organization.
