Introduction
Over the past decade, there have been significant investments in information systems/information technology (IS/IT). The strategic importance that IT now plays, coupled with the burgeoning costs of developing systems, has raised the stakes associated with project failure. Despite the costs involved, press reports suggest that such failures occur with alarming frequency (Betts, 1992; Cringle, 1994; Ellis, 1994; Gibbs, 1994; Kindle, 1992; Kull, 1986). While it is difficult to obtain statistics on the actual frequency of IT failures, various sources suggest that at least half of all IT projects are not as successful as they were expected to be (Gladden, 1982; Lysine and Hirschheim, 1987). On average, IS systems are delivered one year behind schedule and only 1% of projects finish on time and within budget (Stockman & Norris, 1991). According to a 1995 Standish Group research, in the United States alone, 31.1% of projects are cancelled before they finish, with a cost of $81 billion. Only 52.7% of projects are completed but with 189% of their original estimated cost. Out of those, only 42% of the originally proposed features and functions are fulfilled.

Unsuccessful projects are normally attributed to poor project management practices. However, recent studies in this field have shown that other organization-based factors can be as crucial as project management in the successful implementation of IS projects (Al-Masher & Zaire, 1999; Stresemann, 1997). Over the past decade, the process of planning and implementing IS/IT projects has undergone significant changes by becoming more dependent on third party products rather than the development of bespoke products. This change has given rise to different challenges with respect to the successful implement of IS projects. Such challenges are related mainly to organizational factors s论文英语论文网提供整理,提供论文代写英语论文代写代写论文代写英语论文代写留学生论文代写英文论文留学生论文代写相关核心关键词搜索。
