stead,there are currently 49 home-grown state versions,he said,somemore rigorous than others.“We need national standards asthe basis on which to judge all thosestate standards,”says Christopher T.Cross,president of The Council forBasic Education.“I would like tothink we could do it at the nationallevel,but,politically,I’m more real-istic.I’d rather move the ball forwardthe way we are doing it than lose thegame altogether.”Others insist Clinton’s proposalcould be revived during this year’sdebate over reauthorization of NAGBor the ESEA.“States need to knowthat they have set the bar high enoughcompared with other states and coun-tries,”says Gandal.“The desire forthat kind of information is growing inthe states,from the policy-maker leveldown to the parent level.”“National standards could be abenchmark for the states,”saysCohen.“And that’s where the notionof a national test came into play.”Diane Ravitch,a fellow at theBrookings Institution,insists thecountry still needs“clear,explicitnational standards,but it will take alonger time getting there than all ofus would like.”Complicating matters is the factthat many states have not yet alignedtheir tests with their new standards,so they are not testing students basedon what is being taught under thenew curriculums.Instead,states arerelying on a plethora of existingachievement and proficiency tests.“Right now,it’s impossible to com-pare those scores,”says Gandal.“Youcannot tell what‘proficient’on theTexas tests means in New York.Asthese tests are being given and theresults are coming out,there’s moreand more recognition of how valu-able that kind of cross-state compari-son can be.”A national test also would helpparents understand the gap that oftenexists between some states’achieve-ment on state proficiency tests andthe NAEP,says Cohen.“That gaptells you that some states are notsetting very high standards,”he says.But Brown University educationProfessor Theodore R.Sizer,founderof the Coalition of Essential Schools,argues that just because there arediscrepancies between state assess-ments and the NAEP does not meanthe state tests are too easy.“Maybethe two tests aren’t comparable,”hesays.“This is an oversimplification ofa complicated problem.”Sizer says many in his group,which is dedicated to developingautonomous,innovative schools,“have deep misgivings”about na-tional standards and national testing.High school education is about cul-ture,he points out.“For one groupto say,‘This is the culture and every-body is going to study it,’is a veryscary thing,particularly in a countryas diverse as ours.”He also decries national testing.“To try to nail down the quality of aschool after a few hours of paper andpencil tests seems to me pretty hardto defend,”he says.“Some childrenjust don’t perform well on multiple-choice tests.”Those children are besttested through alternative methods,such as interrogation or having themwrite essays,he says.So how can parents in North Caro-lina know if their children are gettingas good an education as children arein New York?“You can’t do thesecross-state comparisons,”Sizer says.“Parents should look at theirchildren’s work,go sit in classes,network.Find out what kids in otherstates are learning at a particulargrade level.”While Sizer says“allkinds of professional organizations”can help parents do that,he admitsthat it isn’t easy,because“the publicschool system is very self-protective,and the motivation is 本论文由英语论文网提供整理,提供论文代写,英语论文代写,代写论文,代写英语论文,代写留学生论文,代写英文论文,留学生论文代写相关核心关键词搜索。
