The law may ‘freeze’ or preserve technical developments. Technology may move quickly and thus legislation may become obsolete or indeed may stifle technological development. The example of quantum algorithms is particularly apposite.
European legislation, even if it addresses the concerns above, may be ineffectual due to its regional nature and regional limitations. Only a truly global, interdisciplinary and inclusive approach will produce an effective legislative regime.
