Enforcing residential water restrictions is the best method of water conservation in Australia

Background
The Australia has the serious problems in water resources; the country has limited water resources, but the use of the water resources increase year on year. See the figure below:

From this figure, we can see that the usage of water sources in the most of the cities increased from the year 1983/4 to year 1996/7 sharply, except the Canberra and Perth, reduced 25% and 3% respectively between. It is obvious that the people in these cities consume much more water resources than before, therefore, in my opinion, enforcing residential water restrictions is the best method of water conservation in Australia.
