because market can not resolve problems like externality, monopoly, income allocation and public goods supply. When there is a market failure it needs the public sector intervention. (Malin, S. H.2003.)In this paper the author mainly focuses on the theory of the public sector intervention in the economy from the following four aspects: in the first part the author will talk about the reasons for public sector intervention. Then looks at the problems of when and how should the public sector intervene and finally, risks of public intervention.

6.0 Conclusion
Market is the most important way to meet the needs and preferences of customers, however, sometimes market failure may be occurred because of the problems of public goods, externalities and information problems. When one of these reasons appear there need the public sector to intervene in order to save the market failure. However the exist of market failure is not the sufficient condition for public sector intervention but a necessary one, because the public sector intervention may bring risks and only when the benefits are bigger than costs that the intervention is a effective one. The aim of the public sector intervention is to make improvement to the market failure, if the intervention is effective, then it is worthwhile.
