1.Theoretical Survey
For the sake of more accurateness in our analysis, this chapter has beenconstructed in three sections. 1.1. Economic Globalization Theory

In many ways, similar levels of interdependencehave been reached again only in the 1990s (Lairson and Skidmore, 2003: 51). Due tothe fact that Britain used Liberalism policy to shape the world economy in that periodprior to WWI, many economists, scholars, authors and policy-makers considerLiberalism and/or Neo-liberalism as the theory of economic globalization. As youngresearcher and born in 1980s, we don’t have the opportunity to see the beginning ofthis phenomenon of globalization. It has grown up before we saw its manifestation.Nevertheless books have being taught us a lot about the reality and all aspects of theglobalization. In our searches, we encounter with some smart scholars. Among themwe have Cohn (2000), Lairson and Skidmore (2003) and O’Brien and Williams (2004).
Being Third World citizen, our analysis of economic globalization theoryfollowed the perspectives from Developing World. The ‘Cairo consensus’ is what Icall here the globalization perspective from Developing World. As Dinello and Squire(2005: xvii) mentioned, the Cairo consensus signifies a broad agreement on two keypoints. First, to escape the fate that of marginalized pariah, states should activelyinvolve themselves in the global economy and society. Second, to maximally benefitfrom globalization, they must fully consider local circumstances and vigorouslyaddress the undesirable side effects of the phenomenon. This fledgling consensus seems to be a most opposite views of the so-called Washington consensus. TheLiberalism and/or Neo-liberalism or the market fundamentalism is what Williamson(1994) called “Washington Consensus”.
Some historical surveys might help not only to understand more the origin and theroot of this Liberalism and/or Neo-liberalism paradigm that some categorists of people(business community in West, writers of Wall Street Journal, the Economist, and theFar Eastern Economic Review and also officials at IMF and World Bank)①want touse as economic globalization theory, but also would shed light on why CairoConsensus followed the opposite direction of Washington consensus.To do so, this section follows three steps.
