所谓的“无能”指的是我国当前的教育政策。当前教育政策不能取得预期的效果,在实践中,做不到真正的规范和管理。对于政策层面来说，教育政策“无能”主要包括两层含义:一是由于问题的特殊性,政府能力、政策选择,政策工具，部分是因为目标群体的接受力,导致教育政策有其局限性；另一层指的是教育政策制定和实施过程中存在的主观错误趋势。错误的倾向往往是因为人们或太相信理性而盲目执行,或者太过于情绪化,或者某些政府官员急于取得成就,或一些特殊利益的追求,而不是从现实考虑问题。领导和管理是重要的教师培训工作的核心。教师培训的研究情况可以从教育行政发出的文件,然后简要了解政策,针对实际情况培训目标,实现组织和检查和评估。

1.Education policy 'incompetent'

So-called 'incompetent' refers to the education policy, the current education policy cannot obtain the expected effect。 in practice, the effect was less than the specification and management. Education policy 'incompetent' mainly includes two meanings: one is because of the particularity of problem, the government ability, policy options, policy tools, partly due to the acceptance of the target group, education policy has its limits. 2refers to the education policy formulation and implementation process 。There is the tendency of subjective mistakes and wrong tendencies is often because people or too believe in rational, or too emotional, or anxious to achieve something, or the pursuit of some special interests rather than starting from the reality to consider problem. The leadership and management are important in the teachers training work. The study of the teachers training situation can start with the documents issued by the education administration in SJD, getting a brief idea about the policies, training objectives, implementing organizations, and examination and evaluation.

1.1 The General Situation

I borrowed and read the “Collection of the Documents on Teachers’ Continuation Education” from year 2000 to 2005 from the EBOSJD. The Collection consists of 49 documents on teachers’ continuing education that were issued or transmitted by the education administrations of the provincial, municipal, and local level, as well as teachers’ training school inShanghai. I will briefly analyze those documents. The responsibility bearers of these 49 documents are different, which in accordance with, these documents issued by different departments are presented as follows:
