The EC delegations 'deprived of a unique , powerful head of state, strong administration, unified political positions to defend and promote, and a common diplomatic 'culture' (a€|) had to find some adaptive and original ways to formulate and carry out their activities'. [21] This is one of the reasons why the EUPD in the outside world managed by the EC delegations had to force the development of 'some kind of' identity to represent. This development was based on the common history, culture, values and the common objectives of the European member states. The EUPD helped to increase the level of EU politico-cultural integration outside the EU, which could have as a result a spill-over to the inside and/or pave the way to the EU identity of the future EU diplomats. The role concept here is very important, where the 'logic of appropriateness' is a central element, so that the Union will start to behave according to how it has projected itself to the international society. Last but not least, we have the basis to build on as Yan Xuetong from Tsinghua University in China underlines: 'It seems to me that in European eyes, there is no common European identity. But in Chinese eyes it seems that you are all the same.(a€|) In our eyes you are all Europeans'. [23] 
The Lisbon Treaty will further enhance EU public diplomacy, where the EC delegations will turn into the EU delegations and will have the central role in the creation of the image of the EU abroad, supported with the European External Action Service (EEAS). The EEAS will serve as EU diplomatic corps and will include all the diplomatic instruments along with the public diplomacy programs. [24] 
Conclusion
In this paper it is shown that the EU uses public diplomacy in order to increase the knowledge of its structure and moreover to promote its core values and norms in the world. Public diplomacy is used as an important tool, because of its increased value in the framework of modern diplomacy in the globalized world. In the unique EU structure we can even argue that the Union has developed alternative diplomacy.
The role of the EC/EU delegations is crucial in the effectiveness of this task, where they have the prominent role in implementation of the EUPD as the actors on the ground, dealing directly with the external actors.
Through different tasks the EC/EU delegations are conducting in the field of the public policy they above all project the image of the EU, and moreover we can argue that they project EU identity. The image that is created is perceived as one of the EU as coherent actor, and Union of values based on its historical and cultural developments. This creation of EU identity that is projected outside the EU, can be used as the basis for future EU diplomacy supported with the EEAS.
