211. 证券公司客户交易结算资金商业银行第三方存管系统的设计和实现[内容预览]收费论文 Charging Thesis

• 摘 要 近年来，券商挪用客户保证金问题屡禁不止，从2002年8月鞍山证券被撤销至今，大连证券、新华证券等多家被关闭接管的券商都涉及此类问题。因此，要求改革保证金制度的呼声也越来越强。为了遏止证券公司挪用客户保证金的行为，监管部门先后出台了一系列政策法规。2006年新《证券法》规定证券公司客户的交易结算资金应当存放在商业银行，以每个客户的名义单独立户管理。同年7月证监会为落实新《证券法》在证券公司全面推广第三方存管的要求，专门制定了符合正常经营的证券公司的第三方存管模式。 为保证业务的正常开展及满足监管要求各商业银行迫切需要建设第三方存管系统。本文的研究目标是依据中国民生银行股
