摘要
近年来，券商挪用客户保证金问题屡禁不止，从2002年8月鞍山证券被撤销至今，大连证券、新华证券等多家被关闭接管的券商都涉及此类问题。因此，要求改革保证金制度的呼声也越来越强。为了遏止证券公司挪用客户保证金的行为，监管部门先后出台了一系列政策法规。2006年新《证券法》规定证券公司客户的交易结算资金应当存放在商业银行，以每个客户的名义单独立户管理。同年7月证监会为落实新《证券法》在证券公司全面推广第三方存管的要求，专门制定了符合正常经营的证券公司的第三方存管模式。
为保证业务的正常开展及满足监管要求各商业银行迫切需要建设第三方存管系统。本文的研究目标是依据中国民生银行股份有限公司业务系统的总体规划，结合民生银行中间业务的基础信息数据和具体需求，设计开发的证券公司客户交易结算资金商业银行第三方存管系统（以下简称第三方存管系统）。对于银行而言，第三方存管系统的设计与实现，能够提高银证中间业务的管理水平、促进银证中间业务的高速发展，为银行的零售业务和同业业务的提升提供了有力的技术保障。
全文主要介绍银行端发起的第三方存管系统，本系统主要由核心处理总控、WEB管理服务器、前台接口转换、主机接口转换、证券端通讯五个模块构成。本论文首先介绍了TCP/IP协议以及UNIX下的SOCKET编程，接着文章介绍了了C/S客户机/服务器模式。基于以上理论，本文介绍了第三方存管系统的开发实例,在具体实现通讯模式的时候提出了长连接异步双工的方式，以提高数据传输前连接以及的传输后等待应答的时间，提高了系统的运行效率。
目前，本文所描述的第三方存管系统已经全部开发完毕，已陆续在全国上线运行。

Abstract
In the resent years, with the continuous expansion of recruiting students, the existing Recruitment Management Information system in artificial way has certain problems such as taking more time, involving overmany people, heavy workload, low efficiency and reliability, etc. It couldn’t meet the higher and higher requirement of Educational informationization. The Management Information System of Secondary School Recruitment is developed to solve the existing problems on the recruitment management in artificial way, and used for managing the whole process of the Education Examinations. The system has important realistic meaning for realizing the standardization and modernization of the secondary school recruitment.
According to the relative requirements of the XX city Education Examinations Center, the system adopts Client/Sever Structure design and realizes the Secondary school Recruitment Management Information System (SRMIS) in XX city, which mainly functions include importing the examinee’s information, arranging examination room, marking the examination, and the matriculating students. At the beginning of this article, I analyzed the requirement of Examinations MIS, and based on the results of analyzing and existing problems and characteristics, I designed technology architecture of this system, including hardware and software design and business process design in detail, function design, procedure design. Meanwhile, I also deep researched the arithmetic of arranging examination room and provide. What’s more, the database design and query optimization are also taken into consideration. At last, I provided the detailed solution and arithmetical realization and accomplish the development of all the modules and interfaces. The testing showed that this system could fully meets the requirement of Recruitment Management work and could largely improve the working efficiency.
