Respondent: yes.
Interviewer: then shall we start?
Respondent: sure.
Interviewer: firstly, could you tell me some information about you enterprise, such as when you set up, how many employees, ect.
Respondent: our enterprise is a township garment process factory. The company was established in 1998 and mainly produces apparel made of cotton, wool, silk, etc., e.g. leisure shirts and jacket. Our enterprise has around 100 or so.
Interviewer: Is your enterprise still a collective ownership?
Respondent: yes. The enterprise was established as an attachment factory of Dahua Garment Company Ltd in 1998 and produced apparel for Dahua.
Interviewer: why didn’t Dahua produce by themselves?
Respondent: Dahua’s output cannot satisfy its orders. Because Dahua is a larger state owned garment factories in Beijing, it is never worry about the order and sell. Dahua as a state owned enterprise can easily get the quota and had a lot of order from overseas customers. When its output cannot satisfy export market, Dahua start to cooperate with many township garment plant. For example, Dahua helped them purchase equipment and assigned experienced managerial staff to the plant, and subcontracted its foreign orders to cooperative process factories. Jiahua Ganment was one of them. We were established in this context. In 2001, Jiahua started to find customers by ourselves.
Interviewer: why do you need to find customers by yourself?
Respondent: it is caused by the changing of macroeconomic circumstance. In 2001, China gradually got rid of the export quota system since its entry into the World Trade Organization (WTO). Dahua started to lose its advantage because the company used to get export quota as a state owned enterprise from Chinatex Corporation.
Interviewer: what is Chinatex Corporation? Is it a governmental institution or a company?
Respondent: Chinatex Corporation is a large-scale group corporation under the administration of the State-Owned Assets Supervision and the Administration Commission of the State Council and engaging production and trade of raw materials, textiles and garments. It is originally China National Textiles Import and Export Corporation. Before china’s entered WTO, the Chinese garment company should get export quota from Chinatex Corporation. But from 2001, China gradually got rid of the export quota system since its entry into the World Trade Organization (WTO). Therefore, for some state-owned enterprise, they are no longer having advantage on quota. Dahua started face the competition with private firms in export market.
Interviewer: OK. Then your order from Dahua also declined, right?
Respondent: Yes. Under the circumstances, Jiahua started to seek orders from other trade or agent companies to make up for the shortage of orders from Dahua.
Interviewer: what’s your total turnover and what’s the percentage of foreign turnover?
Respondent: Say last year, our total turnover is about $200,000 and the export share of the firm has always been 100 % by indirect export.
