INDEPENDENT STUDY
After World War II, birth rate in France was disastrous and the French government decided to take measures to increase the population. The policy that was adopted increased the French population during the 15 years which followed: the ‘Baby Boom’. Now, 60 years later, the 代写法国论文majority of the people from that generation is about 60 and is now called the Papy-boom generation. They are about to retire and people fear the consequences of their retirement upon the labour market. The aim of this study is to understand the impact of that generation’s retirement upon the labour market in the Vienne region.
The Vienne is a French department located in the centre-west of France, in the Poitou-Charentes region. It is divided in 3 urban areas which are: Châtellerault, Montmorillon and Poitiers (which is the department’s main city).
In the department, both the population and the employment rate have been increasing in the last five to ten years. Nevertheless, these increases do not concern all three urban areas but also different sectors. Furthermore, it has been noticed that the people from the ‘Papy-boom generation’ represent an important proportion of the population of the department, and two out of three people from the labour market work in the tertiary sector. Although the unemployment rate from the Vienne is lower than France’s average, an increase in young people’s and people https://www.51lunwen.org/frenchthesis/over 50’s unemployment is still on the rise. Fortunately for the region’s economy, it is shown that there should be a rotation upon the labour market due to the retirement of the people from the Papy-boom generation and people looking for jobs. Again, the implication of the departure of seniors does not concern the different urban areas and sectors equally. This can be explained by the fluctuation of employment availability within the department.
Thus, the different players that are in charge of managing change concerning employment in the different sectors are thinking of measures in order to reduce the impacts of the retirement of the ‘Papy-boom generation’. The impacts include short run impacts in the business industries and distribution sectors. Most of HRM have already identified the importance of the departures.
Impacts other then the recruitment plan that managers and HRM need to focus on are those concerning the termination of contracts and the renewal of competences. Less than half of organizations are ready to react to the replacement of the seniors mostly by setting up a priority in promotions and just fewer than 80% of organizations are planning to undertake measure to insure the transfer of knowledge and competences. However, there is a huge gap between what is said to be happening and what is revealed by organizations and some say that because the phenomenon will take place on a 15 years time period, firms are waiting to see what will happen to their particular organization to undertake any action.
Moreover, firms that feel concerned take measure via ERM to look at more effective and efficient ways to deal which all the problems linked which the ‘Papy-boom’ which is an easier way to deal with staff turnover.
The government is also looking toward different measure to cope easily with the ‘Papy-boom’. A special ‘Plan’ has been set up to manage the estimated competition between firms for recruitment and increase the employment rate in France.
