Background
General introduction to the deficiency of social responsibility of media
From the middle of twentieth century, social responsibility theory of press has replaced liberalism gradually because of limitation of liberalism and issues in practice of media. Severely, social responsibility theory of press is not a separated theory but an evolvement conformation of liberalism. It is reformation to traditional liberalism of media. In the middle of nineteenth century, liberty and indulging of mass media had deviated from original thought distillation of liberalism, which means resource of public information had monopolized by minority. Free market place of ideas is existed no more. Then free speech had been surrendered itself. And purpose of producing and transmitting information mainly is used to serve for business benefit but not public advantage so that this would infract other holders of rights. Liberty and Responsible Media, which published in 1947, and Freedom of the Press, wrote by William E Hocking, they are considered the classic documents in social responsibility theory. The report is indicated that some risk of liberty of media come from movement of economic structure in media, some are from industrial systems in modern society. And in some extent, some people worked the risk that has controlled the press but they have no anticipation to demands of press for modern society or can’t take in hand their responsibility.
