'In 2015 a bandwidth of 2Mbit/s will be equivalent to a dial-up connection' was a statement made by Hartwig Tauber, director general of Fibre-to-the-home (FTTH) Council Europe (Bailey, 2010).
Social actors and individual citizens worldwide are using the new power of communication networking to further their projects, to guard their interest, and assert their values (Castells, 2009).
This is why the implications of new media needs to be understood deeply beacause of the manner in which innovation in digital technologies are contributing to the implementation and distribution of power in the society (Silverstone, 1999). An unequal distribution of superfast broadband by leaving out the final one third is bot going to help brigde the gap between the included and excluded. It would only provide more inclusion to the included by offering them better quality services. The next generation fund is being created because operators might not see a business case for investment in thoes areas of the country. This is why the levy of 50 pence per month would be insufficient since according to estimates £26 billion would be needed in order to deliver fibre to each and every corner of Britain (Infosecurity, 2009). The configuration of the new media would be biased in ways which favour economic growth more strongly than citizen empowerment and new forms of publicness (Mansell, 2002). Rather than collaborating for the global common good,nation-states carry on to be directed by traditional political priciples, firstly to maximise the interest of the nation-state and secondly prioritizing the political/personal/social interests of the political actors in control of each nation state (Castells, 2009). A better solution to stimulate investment would have been to alter regulations to encourage providers to spend on fibre development (Meyer, 2009) for an equitable distribution.
Electronic communications are not essentially the cause of social exclusion however lack of access to the resources of communication, increasingly employed by the rest of society, has the possibility to deteriorate the relative position of excluded groups and individuals (Phillips, 2000). Another major reason of exclusion is disinterest. This is because citizens have few opportunities to convey their views about whether the current new media configurations are consistent with enabling them to attain new media capabilities (Mansell.R, 2002).
