1.    Introduction  引言
1.1A Brief Background to Scientific Management  科学管理的背景介绍

By tracing to an event which occurred in the late 1910s, the significance of the term “scientific management” has been raised. In the early summer of that year, the railroads of the United States north of the Ohio and Potomac rivers and east of the Mississippi had filed with the Interstate Commerce Commission new freight tariffs (Horace, 1915). After that time on, wages have been raised as the operating cost was increasing. This seems that the railroads would produce enough revenues as to make desired improvements for the successful flotation of their securities. It was also associated with the definition of scientific management, which could mean high wages for employees and low labor-cost.

In general, this management system is concerned with new legitimacy and disciplines for management by basing it on the authority of science—time-and-motion studies (A Dictionary of Sociology, 1998). Through applying this kind of managerial pattern, a mental revolution would be achieved with replacement of worker-manager conflicts by introducing in the scientific redesign of supervision and work organization. This can be fulfilled by a thinking department to research into task performance; detailed studies and fragmentation of individual tasks so as to identify the ‘one best way’ to be adopted by all workers. Apart from these, selection and motivation of workers can also be attributes of systematic matching of tasks and abilities.

With the accelerating development of global economy, organizations are increasingly required to clarify their basic mission and main objectives. Primarily, as the organizational value and distinction creator, executive managers, should be highly noticed, with establishing an appropriate match between employees and organizations, especially for their employment policies and regulations. In consequence, the process of finding out strategies for achieving organizational goals, as well as satisfying individual employees’ needs, is currently attached more importance to. Moreover, in this new advanced era, there are two major trends in economic activities in the world: production based on vast information and the globalization of production relations worldwide. It posed great challenges for international corporate managerial systems to apply effective approaches of management in the global context. This essay will discuss different definitions of scientific management theories, as well as investigate whether it can contribute to an organization’s success in today’s high level of globalization.
