摘要：本文是一篇政治留学论文。在研究北约在科索沃的使命的过程中，分析其对世界各地人们的巨大影响,国际法律和国家安全问题已经得到了普遍的关注。这次的研究论文努力探索北约在战争中的细节，分析其合法性,分析北约对科索沃战争的干预。前言当恐怖分子俘虏了一些人，并将他们作为国家的人质，暴力执法或武装部队的闯入对整个国家造成恐惧和浩劫，不适当的处理方法会给人质带来更大的损害或风险。更糟糕的,更不负责任的是进入附近的另一个领域,因为它是更安全的,当前是没有恐怖分子的，随之对居民造成伤害，并破坏对居民有价值的事情。这种方法看起来好像是人质处于极大的风险之中。人们开始担心人质的安全，担心这种操作是否合理,然而正是这种方法的实施，引出了紧随其后的北大西洋公约组织(北约)。
