p class='MsoNormal'> The Scottish parliament has its references to ‘silver fish’ swimming in a shoal, to ‘leaves and curved bodies’ and a host of geological images that give Scotland identity, above all its ‘rocky outcrops and finger lakes’”. [5]

 

From the unnatural exuberance of human imagination to the bare simplicity of nature, and then back from silence and solitude on the hill to the wit and spirit of the city, the Scottish Parliament by Enric Miralles is designed as a collage of organic volumes, which commemorates the gathering of people. But it is not only the form that celebrates the convergence of people to their new realm; as the landscape swoops into forming the buildings, we notice a range of materials (concrete, Kemnay granite and grass) mingling denoting unity amongst politics, society and culture. Going from horizontal to vertical, the materials converge to embody functional spaces, which are allotted in a way that segregates the public interface (public foyer and the chamber) from the civil aspects (Canongate buildings, garden lobby, the MSP offices and the towers) of the parliament. One can depict this arrangement as a fist, where the palm portrays the public and the closed fingers denote the civil buildings. The image of the closed fist symbolises power, the palm forms a “gathering” rightly denoting the public agora and the fingers are individual but inseparable elements that work in co-ordination and signify dexterity. The public zones are repeated highlighted in the building signifying the importance of “demos” and the power of their vote. Power seeks to dominate. And power such as that exercised by Westminster or the Reichstag seeks domination by means of a powerful image of itself. The Scottish parliament makes just such an image, but by a sleight of hand that borders on genius, it is both tangible and virtually invisible. Nonetheless, the beauty is there, except that it is inside, not outside.

 

An accessible part of the Public domain, the Chamber sits right above the main hall and the stepped public plaza. Unlike Westminster, the chamber ascends to the feeling of a greek agora [6] set amongst scattered mountains and tangible contours emphasised by the plaza and lines of handrails. The roof of the chamber is supported by a filigree of oak beams and stainless steel, which is an abstraction of the hammer-beam structure of the 1639 Parliament House ceiling - spanning over 30 metres without any supporting columns. Cut into the western wall of the debating chamber are laminated glass panels, anthropomorphic incisions, intended to symbolise a human dimension to the chamber. The silhouettes signify what is most pertinent about the parliament - the people – and are reminiscent of the populated portraiture which circumscribed the Old Parliament Hall. The entrance for MSP’s into the chamber is through a dark and narrow corridor whose entrance door’s lintel is constructed using the Arniston stone hailing originally from the “pre-1707 Scottish Parliament”, signifying the relation between Scotland’s history and the new Parliamentary building .
