在进行苏格兰议会的符号学分析之前,我认为很有必要了解一下苏格兰在英国的重要身份。在英联邦政府实行权力下放政策之后,苏格兰获得了一定的权力,由此在1997年,产生了设立专门的议会的需求,也需要一幢新的建筑。这引发了领导者务大臣唐纳德杜瓦的有趣的摘要报告,这份报告可以说就是建筑设计的信号。谈及身份与民主时,这份摘要有很多讽刺性的要求,比如在建筑物内外安装闭路电视。随之而来的矛盾淹没了寻求“建筑物民主”的设计需求。

 

苏格兰议会的摘要报告显示了民主政治系统的缺陷。事实上存在两种互相对立的政治意识形态:一种是代表了透明、易接近、开放的形态,也就是民主政治,另一种则是以中央集权和等级制度为特征的集权制度。二者极为矛盾,民主制度极为积极正面,集权制度则强调中央权威。在长期位于英国政府直接控制之下后,苏格兰人民渴望着权力下放,实现人民和机构内部的权利等级制度瓦解。

 

Before we start with the semiotic analysis of the scottish parliament, I beleive there is a strong need to understand Scotland and its strong identity within the United Kingdom. Having received certain powers due to devolution of the UK government there was need to setup a separate parliament in 1997, this event created the need for a building. This led to a competition with an interesting brief from lead by the ideas of Donald Dewar, which one would say, acts as the “sign” for the building to be designed. Discussing issues like identity and democracy (in terms of ‘openness’, ‘transparency’ and accessibility) the brief was coupled with ironic (yet seemingly necessary) requirements such as implementation of CCTV’s inside and outside of the building. This contradiction overwhelms the design’s need to voice the ‘architecture of democracy.

 

The brief for the Scottish parliament demonstrates the flaw in the system of democracy. There are two political ideologies at clash here; one which represents transparency, accessibility and openness (of the elected representatives) ie democracy and the other being a statist and hierarchical notion of power. The two notions are extreme contrasts of each other; where democracy is more positive and the other is more authoritative. After being under direct control of the English state, the Scottish people have obviously yearned for a devolution, which resulted in dissolution of hierarchy amongst people and institutions. Yet, the brief suggestively represents the people as some sort of threat to the elected representatives and to control this threat the brief tactfully weaves the implementation of ‘security’ through discreetness. The brief is a textual, ideological representation of the building which outlines the “primary” functions of building and its “secondary” implications. [1] In this case specifically, the primary function is to demonstrate the democracy of Scotland while the secondary function, the paradox in this situation, is concealing the control mechanisms. Hence one could say that the building would act as a temple of democracy by cloaking the devices of manipulation.

 

The brief for the Scottish parliament establishes a field within which semiotic relations can be purseued. A semiotic deconstruction of the text would help the architect identify a complex stream of significant fields such as perception of the building, movement within it and technologies at utilisation, symbolism and interpretation.
