2.4 The Proposal - a need for care!

Now the project team have an idea to work from, the next element is to produce a detailed appraisal of what is required by the client. If there are a number of possibilities, each will be subjected to a feasibility analysis. This final definition or evaluation stage is very vital, many projects are subject to change through their development stage, each change is very expensive to action. Then there is UK Gov.
Already under fire from its own accounts department for scrapping 25 major IT projects, the National Audit Office reveals today that the Ministry of Defense (MoD) has wasted nearly £30m on two IT projects.

The first project, a communications system for the RAF was abandoned because of problems integrating it with other systems and £21m was written off. Instead the department implemented an off-the-shelf solution, a snip at a mere £1.3m.
The second a pay system for the Navy was closed when it became clear that the project would cost three times the expected cost of £18.9m. £8.7m had already been spent   this too was written off.

Boreland - suggested these reasons:
1. Lack of clarity - about roles, responsibilities and requirements
2. Lack of defining and managing project requirements and failure to communicate these from project sponsors to developers
3. Inability to define/articulate problems
4. Poor design/implementation

The situation is little improved in the business sector, however here it is better hidden. On the plus side many projects are successful, but it all depends how success is measured. Also when it is measured.

Young (2003) - explains in the handbook of project management, that: ‘a large number of projects (more than 75%) are perceived to fail as a consequence of poor or unclear definitions’

Field & Keller (2003) (pp 62) , indicate that a define stage in the projects life cycle will include these activities:
  Requirements analysis;
  Feasibility studies;
  Functional specification;
  Scenario development;
  Cost benefit analysis; Set objectives;
  Compare alternatives.
Maylor. H (2005) (pp 28) writes 'this is the time when it is determined what the project is about, its reasons for existence and the intentions that it intends to progress. It is time to explore the possibilities, find alternatives to the problem presented'.
