1 Introduction
1.1 Background, content and significance
1.1.1 Background
In the 20th century and 60 years，the application of project management is concentrated in the aerospace, defense, construction enterprises in United States, mainly through its internal policies, procedures and lessons which has been widely disseminated (Yip, G.S1992). At 80 years it had been extended to medium-sized enterprises which are less complex, rapidly changing and more stable at 70 years later and 80 years early (Su, D., Zhang, Y. and Hulpke, J.F. 1998). More and more small and medium enterprises started to pay attention in project management, and flexibility apply the theory in business activity management, this techniques and method was also developing and improving step by step. At 80 years, project management had been recognized as a viable and good practice which can achieve complex objectives of enterprises. Until now, project management is developed, and widely be used in all types of enterprises (Russel Hodge John1995). With the development of global markets and information technology, the competition for limited resources is intense among many enterprises, which asks the companies to conduct the most effective utilization of resources, specifically, it needs to control the project in three aspects—cost, time, and quality of resource, and instruct the operation and management of enterprises based on goal-oriented（Lo, V.H.Y. 1997）.
With the rapid development of modern society, science, technology and information technology, the management of enterprise becomes more diverse and complex includes human management, market changes, market competition, all of these make a great challenge to traditional organizational structure and mode which are suitable for stable production and business processes. From the 20th century 80 years people got some hints from the software engineer, then they applied the techniques and methods of modular programming to enterprise organization, management and business process management from software engineering, which is contributed to the development of enterprise management project-oriented.
1.1.2 Research content
Enterprise management project-oriented is a new management mode. So, what mode does it have? What are difficult and key points? What is the core content in the building of structure and framework in enterprise management project- oriented? How to build the framework? How to deal with the integration of business process with enterprise management project-oriented? These problems are constituted the main contents of this article, and we will focus on the construction of mode structure.
1.1.3 Practical significance
In project-oriented enterprises, the project is the carrier to achieve corporate strategic objectives. In development of enterprise, project and operation are two types of activities in the process which are closely related. The whole development of enterprise is the process that the operation alternate with project repeated continuously, operation contributes to the quantitative change in enterprises, projects enables enterprises have a qualitative change, and it is the power in leapfrogging development of enterprise.
