McGuire (2006) states that collaborative public management systems offer greater speed, inclusiveness, adaptability and flexibility than traditional government bureaucracies, and are better placed to tackle complex issues such as poverty, heath care and natural disasters. In the context of infrastructure governance, Little (2005) proposes that a holistic approach should be used in governance to establish goals and ensure the sustainability. It is important to balance the benefits of participatory involvement while being mindful of the downside of collaborations. Apparently, the project has formed a network of relationships with these stakeholder groups, all relevant parties influence each other, exchange information, resources and results. Project as a complex of the multi-stakeholder, intersecting the demands of the interests of all parties, these interests from different stakeholders must exist all kinds of contradictions and conflicts. In this sense, project management is a process of relationship management, also is a coordination and implementation process of conflicts and interests between stakeholders.
The holistic management of stakeholder management of BJ project should have the following characteristics.
Firstly, the needs and interests of various stakeholders of construction projects are often different, project management needs to balance and integrate their needs, so that the needs of various stakeholders can generally be consistent. For example: project developers are more concerned about the progress and cost of a project; designers, supervisors are more concerned about the quality of a project; local residents are more concerned about the impact of a project on the local environment, thus management of a construction project should proceed from the overall interests, as far as possible to meet all relevant stakeholders’ requirements for the project's cost, quality and the impact on the environment. Secondly, management of integrated management should coordinate various stakeholders to cooperate to achieve a common goal, they should find a construction project implementation plan which is more suitable for the interests of all stakeholders. Finally, management of a construction project should take each stakeholder as a part of the entirety, they can not satisfy the interests of some stakeholders at the expense of the interests of other stakeholders.
Llopis-Albert, Palacios-Marques, Soto-Acosta (2015), Nahyan, Sohal, Hawas and Fildes (2014) describe three modes of stakeholder management, the author was through investigating to understand the characteristics of the stakeholder management mode of BJ project to determine which mode it belonged to, so as to put forward recommendations for how the stakeholders achieve the above-mentioned third management mode.
