Another important factor in life quality is freedom—freedom to create, freedom to develop, freedom to make choices. From this point of view we may say that the policies of a country’s government and its regime may also have a great influence on the quality of life. But it is a rare job that offers no place for creativity. And when there is no creativity, there is no life! And when there is no life it is impossible to enhance its quality. That is why sometimes-general standards of better life don’t work. If we want to enhance the quality of life, we must focus our attention on those factors that may change people from deep inside.”(Hellmuth Lange,2008)

Who is most affected?
The stand or quality of life is seriously affected the local people's living.“Those who cannot meet their basic needs have the lowest quality of life. Basic needs include adequate food, water, shelter, healthcare, and education. In developing countries, for example, only one of ten HIV/AIDS patients is receiving appropriate treatment for their disease.”(Susanna.B,2010)

Good quality of Life area
The quality of life of different countries and regions are different, more excellent area for example, Ontario in Canada.“Ontario cities are among the safest in North America, with violent crime rates well below those of large U.S. cities.Many people who come to Ontario are pleasantly surprised to learn that our great quality of life doesn’t necessarily translate to a high cost of living.Ontario cities are vibrant centres of culture, recreation and commerce. Ontario has thousands of public elementary and secondary schools, all offering English as a Second Language programs.All citizens and permanent residents in Ontario can access universal health care services under the Ontario Health Insurance Plan, which covers the full cost of doctor examinations, medical testing, emergency care and hospital care.”(Elizabeth.P,1992)

Finally, a degree of standard of living is the necessary condition to maintain a higher quality of life, but not sufficient condition. In addition to maintaining a basic material life level and health of body and mind, the quality of life also depends on whether people can gain happiness, happiness, comfort and safety of subjective feeling, which is with the person's pursuit of spiritual and cultural aspects, the social identity has close relationship with the environment.
