Is there a relationship between inflation targeting and inflation rate?

1 Introduction
People are not unfamiliar with the "inflation", however, to date, domestic and foreign academic circles still do not give the complete and accurate definition of "inflation". A widely accepted definition of inflation: inflation is a process of rising prices, or equivalently is a process of decreasing monetary value (Mishkin & Posen, 1997). Perhaps, "inflation" des not need a perfect definition, which reflects the more complex economic phenomena, and causes people to think deeply.

2 Necessary conditions for the implementation of inflation targeting
