 From the government point of view in 1940s - 1950s Australia was facing some really serious problems. After World War II, everything needed to build and rebuild, the labor was shortage and the materials were really hard to get, at that time the Australia industry especially the heavy industry was not very developed, the damage that caused by the World War II needed to repair as fast as it could be. It was considerate the first priority job to do. The most important thing for the government was how to cheer up and encourage the public come out from the darkness of the World War II. The public needed the most could be the power of spirit, how to encourage the public was becoming a very important issue for Australia government to concern. Healing is a long process; it always is a hard process. Once the public had a strong strength in spirit, it was more easily for them to overcome the difficulties that caused by the material shortage, they would become more optimistic in the future and become more confidence. The confidence was more precious than everything, especially in the hard time. The television technology from USA and Britain definitely gave the Australia government a great inspiration and a big hope. Since TV had developed very fast in these two countries, as a newborn thing TV represented so many possibilities in the future, it also brought a lot of uncertainties and opportunities at the same time. People didn’t really have clear ideas about TV and what the TV could do with their life, how TV was going to change their life in the future. There were too many questions and too few answers. It was no surprise TV started a lot of debates and discussions in the whole society at that time. There was one thing for sure, TV as a new industry, it definitely need to spend more time to concern. It was a new industry and it worth to develop. But how to develop the TV industry and how to regulate this new industry were become a very big issue for Australia government to concern. It was a really tricky question wait for Australia government to answer.
