Risk Management in Chinese Commercial Banks: Based on Basel II

Abstract

The banking sector in China has experienced the rapid and stable development because of implementing the series of financial reforms and liberalizations. However, the insufficient framework of banking risk management and the relevant approaches facing Chinese banks significantly result in the poor performance of China’s banks and weaken the competitive advantages under the competition environment of the expanding and development of international banks. This dissertation will discuss risk management of banks in China and the impact of Basel II on Chinese banks’ risk management.

This dissertation will conduct an interview for Industrial and Commercial Bank of China and China Construction Bank and questionnaires for the Chinese commercial banks to explain risk management measures, mechanism, the procedure of risk management and the implementation of Basel II. This interview will indicate that China’s banking sector has experienced the reform on risk management within the application of Basel II. The questionnaire will show that to establish the risk control capability model for Chinese commercial banks is the prerequisite for the effective implementation of risk control. Furthermore, these banks have an excellent performance on risk management.
The study finds that the implementation of the New Basel Accord has further improved the development of risk management system, procedures, and measures and risk management performance. These two banks in China significantly focus on and contribute to the establishment and development of risk management system, rather than risk management tools or measures. Furthermore, the fact that the performance and capabilities of banking risk management also influence share price and profit ability is found in this interview. The risk control capability model for Chinese commercial banks can provide an effective theoretical platform and policy guidance for the full range of risk management strategies in commercial banks
