This assignment will be based on the process of devising a Strategic Plan and implementing a school development plan at [Academy X]; the discussion will evaluate the effectiveness of this plan in stimulating improvement and initiating change.
Hypotheses to be tested: That the establishment of a strategic plan and a school development plan, will:-
1/ Establish a sense of purpose and direction within the school
2/ Track, initiate and manage change within the school
3/ Efficiently allocate the school’s time, money and effort
4/ Involve the many groups (“stakeholders”) who have an interest in the school, and manage their often conflicting expectations.
[Country Z] is a fast developing country. Over the last 15 years education has become of major importance to the [Z] people. They wish to educate their children to International standards, preparing them to become global citizens who will study in the best universities in the world and then return to [Country Z] with the education, knowledge, skills and experience to lead their country forward into the future. Consequently there has been a large growth in the number of private English-Medium schools which provide expatriates and local children with a high quality education.
[Academy X] is a new and developing school which opened in September 2002. It has a private owner, who is the Chairperson of the Board of Governors. The owner initially made all the decisions in the school, academic, financial, and day to day running. This has resulted in a number of issues and problems occurring within the school. The main problem has been the lack of any budget allocation for the school. This has resulted in a lack of essential resources and funding in areas of need and an overspend in other areas which are of no educational value. In addition, the school has found that the general level of English language amongst students is poor as the owner has agreed to accept children who failed the basic English language assessment for entry into the school. This not only makes teaching more difficult, but also means that the school is unable to provide an education for those children who do not have the English skills to access the curriculum. Funding for English as Second Language teachers was not considered a necessity by the owner, and so teachers have been expected to cope with a diverse range of English language skills within each class. In addition, children who are fluent in English have not made the progress expected of them, due to large class sizes, lack of funding and a high proportion of non-English speakers in each class.
