离岸外包是指来自不同国家的外包方和承包方(惠特克,Mithas和Krishnan,2010)。在世界经济全球化的趋势下,通过国际合作,利用不同国家的不同劳动力成本,来企业降低生产成本、提高整体竞争力的有效途径。由于发达国家劳动力成本高,如美国,英国,德国,澳大利亚,等等,这是这些国家的企业将非核心业务外包给发展中国家在亚洲、东欧、等国际外包的迅速发展趋势带来了多方面对包国和接触的并给国家带来了巨大的影响,其中包括经济增长、就业率、人力资源、技术的发展,企业的核心竞争力,等综合的。长期的外包给两国都带来是积极的影响(耆那教,西蒙,和波士顿,2011)。然而,在短期内,它可能会导致外包国家有一定的负面影响(Srivastava和Teo,2012)。本文将对参与团体的简要分析,优势和劣势群体和如何降低潜在的负面反应,决定当一个服装制造商决定关闭澳大利亚区域城镇工厂和移动业务离岸到另一个国度,他们将能够在大幅降低成本,雇用的工人。Offshore outsourcing refers to outsourcer and contractor from different countries (Whitaker, Mithas & Krishnan, 2010). In the trend of world economic globalization, through international cooperation, taking advantage of different labor cost in different countries is an effective way for enterprises to achieve lower production costs and enhance overall competitiveness. Due to the high labor cost in developed countries, such as the US, UK, German, Australia, etc., it is a trend that enterprises in these countries outsource their non-core business to developing countries in Asia, East Europe, etc. The rapid development of international outsourcing brings huge impact on both outsourcer country and contactor country on multiple aspects, including economic growth, employment rate, human resources, technology development, core competitiveness of enterprises, etc. On the comprehensive and long term, the effect that outsourcing brings to both countries are positive (Jain, Simon, & Poston, 2011). However, in short term, it may lead certain negative effects to outsourcer country (Srivastava & Teo, 2012). This essay will give a brief analysis on groups involved, advantages and disadvantages to groups and how to reduce potential negative reaction to the decisions when a clothing manufacturer decided to close its factory in a regional Australia town and move its operations offshore to another country where they are going to be able to employ workers at a substantially reduced cost.

Firstly, the group directly involved is the four hundred local workers, which are going to lose their current jobs. When the clothing company decides to move its operations offshore to another country, the local operations and related facilities will be shut off once the offshore operations run smoothly (GUPTA, 2009)................

Secondly, the group directly involved is the management level of the company and other employees of the company, such as the information and technology department, transportation department, research and development department, etc..................

Thirdly, it is related to the local human resources and environment. According to the survey of Forrester of the US, from 2000 to 2010, the US suffered about 400 thousand job opportunities lost in the field of service due to offshore outsourcing (Arias-Aranda, et al, 2011). ..............

Fourthly, the group involved is the local tax income and economic growth of the outsourcer region. ............
