Chapter One Introduction

1.1 Project Background and Significance of the Translation Task

Thanks to the excellent translation work of science and technology, huge progress hasbeen made in the area of science and technology since the reform and opening up.Meanwhile, people are getting used to acquiring advanced science and technologyknowledge through reading foreign articles and documents. Thus the quality of thetranslation work on science and technology is urgent to be improved.

Fifth-Generation (5G) Telecommunications Technologies: Issues for Congress is areport published by congressional research service on January 30th, 2019. Congressionalresearch service belongs to the library of congress and conducts research and analysis forcongress on a broad range of national policy issues. This report mainly introduces thebackground on mobile technologies, and addresses the race to 5G, focusing on threeleading countries: the United States, China, and South Korea. Factors affecting 5Gdeployment, American actions to support the deployment, near-term policy considerationsfor Congress and future policy considerations are also discussed in this report.

With great interest in the area of telecommunication technology, and under theguidance of the supervisor, the author selects it as the translation material. This translationproject only includes seven chapters of the original body part. Index, catalogue as well ascharts are not in the scope of this translation task. The whole source text includes 10,661words in total, which poses a great challenge for the translator whose major is Englishtranslation without any professional knowledge.

1.2 Characteristics of Source Text

Only a sufficient understanding of the characteristics of the original text can ensurethe smooth translation process. The source text’s two characteristics from the followingaspects are going to be carefully analyzed: text type and language characteristics.

According to Reiss (1989), the text types are classified into three types: operative text,expressive text and informative text. The informative text puts emphasis on content ortopic, aiming at showing opinions, phenomenon, information, facts etc. From Newmark’s(1982) point of view, the informative text includes social science documents, scientificpapers, non-fictional works and textbooks. Expressive text stresses the importance ofexpressing the author’s emotions and feelings. Operative text tends to appeal the readers orpublicize a certain behavior. Obviously, Fifth-Generation (5G) TelecommunicationsTechnologies: Issues for Congress belongs to informative text. Reiss (2000) held theopinion that translation methods ought to be selected in light of text type, that is to say it’sthe text type that determines the approach for the translator. So carefully selecting theproper translation strategies on the basis of text types is necessary.
