As the development of network, the people can say what they want to say in the internet, and also can find the answers that they want to get. This report will first state the origin of HFS in the section of background. Then, it will show the main tools of HFS in China. As stated in the report, HFS has two sides. The positive effect is that the people can see they cannot see in the regular media, they can see the world more clearly. The can show their mood in the internet freely. But the negative effect is also very terrible. HFS can find out the bad ones, still it may involve the others, such as their son or daughter. It is not good for them. So it is very important and significant to control HFS in the correct way and make it develop in the right direction and help audience and people more.

Although the HFS demonstrated the destructive side, it does not need to be full forbidden, the appropriate guide can make HFS come back to rational. Its hostility to convergence, so that the search-off senses, people search for the real meat as public opinion and foster healthy social trends a sword. In this regard, the author gives advice that government should improve the regulations of network governance and to law of privacy protection in time. Secondly, to enhance the network control, regulate Internet users’ behaviour.
