logistical units. During much of 2008 Sudan's relations with Chad deteriorated over mutual accussations of supporting rebel movements. The situation in the border became dire, with conflict permeating from both sides and resulting in the loss of civilian life. Under Secretary General Guénhenno warned of an 'apparent proxy war between the two countries.' Tension, though, had decreased by the end of the year. Attacks against civlian populations and at least one deliberate attack against UNAMID peackeepers gave testimony, as the UN Secretary General stated, of the 'extremely worrying increase in violence in Darfur.' (s/2008/558) Furthermore, ICC prosecutor Moreno-Ocampo issued an arrest warrant for the President of Sudan Omar Al-Bashir. Sudan responded with the expulsion of 13 non-governmental organizations NGOs from the country. Meanwhile, ICC cases against Sudanese officials were stalled as the GoS had neither initiated proceedings against them nor turned them over to the ICC. In s/2008/781, the UN Secretary General identifies several initiatives regarding the search for a political solution to the conflict in Darfur, including a unilateral ceasefire announced by President Al-Bashir (but not respected) and the mediation efforts by the Joint Chief Mediator, Mr. Bassolé. He expresses hope fort this initiatives but warns that lack of political will and continued aggression are hindering the process.

Resolution 1828
In resolution 1828, the UNSC regrets that a year after the adoption of resolution 1769 UNAMID has not been fully deployed and expresses concern over the deterioration of security and humanitarian conditions in Darfur, as well as for the safety of UNAMID personnel on the ground and the 'ongoing attacks on the civilian population and humanitarian workers and continued and widespread sexual violence.' (S/res/1828 2008) It also decides to extend the mandate of UNAMID for 12 more months to July 31, 2009. Resolution 1828 does not modify UNAMID's mandate or structure considerably but demands the GoS and armed groups in Sudan to allow 'the full and expeditious deployment of UNAMID and remove all obstacles to the proper discharge of its mandate' as decided in resolution 1760. It also calls on the international community to pledge and contribute with 'the helicopter, aerial reconnaissance, ground transport, engineering and logistical units and other force enablers required' and to ensure that '[battalions formerly deployed by AMIS and other incoming battallions] are trained and equipped to United Nations standards' (S/res/1828).
