North Korea Unclear Crisis: Interests, and Options Analysis Background

The North Korea Nuclear Crisis’s timeline:
3-5 October 2002: On a visit to the North Korean capital Pyongyang, US Assistant Secretary of State James Kelly presses the North on suspicions that it is continuing to pursue a nuclear energy and missiles programme.
27-29 August 2003: Six-nation talks in Beijing on North Korea's nuclear programme. The meeting fails to bridge the gap between Washington and Pyongyang. Delegates agree to meet again.
30 October 2003: North Korea agrees to resume talks on the nuclear crisis, after saying it is prepared to consider the US offer of a security guarantee in return for ending its nuclear programme.
23 June 2004: Third round of six nation talks held in Beijing, with the US making a new offer to allow North Korea fuel aid if it freezes then dismantles its nuclear programmes.
25 July 2005: Fourth round of six-nation talks begins in Beijing.
11 November 2005: Fifth round of six-nation talks ends without progress.
9 October2006: North Korea says it has carried out its first ever test of a nuclear weapon. It calls the test a "historic event" and says it was carried out safely and successfully.
14 October2006: The UN Security Council votes unanimously to impose weapons and financial sanctions on North Korea over its claimed nuclear test. Resolution 1718 demands that North Korea eliminate all its nuclear weapons, weapons of mass destruction and ballistic missiles.
18 December2006: Six-nation talks resume in Beijing.
8 February 2007: Six-nation nuclear talks resume in Beijing.
13 February 2007: North Korea agrees to take the first steps towards nuclear disarmament, as part of a deal reached during talks. (5)
Interests and Alternatives
Discovering the interests of a government as opaque and secretive as North Korea is exceedingly difficult, but we have put forth a range of possibilities to explain why the Pyongyang regime decided to test a nuclear weapon in 2006.(6)
 Attempt to secure bilateral talks
The test really was a desperate effort by the North Korea to secure bilateral negotiations with the United States. The Bush Administration always refused to engage in direct talks with North Korea negotiators outside of the six-party talks. But the top North Korea officials seem to want bilateral talks in order to make some kind of secret deal with the United States.(7) Because they thought the promise of establishing diplomatic relations with Washington was the element for the North Korean.
 Attempt to Ensure Security of Regime
After being labeled as part of the “axis of evil” by Bush in 2002, North Korea may have drawn a lesson from the invasion of Iraq which Iraq was targeted because it was believed to be pursuing a nuclear weapons program, but had not yet succeeded. So Pyongyang’s leader may believe that developing nuclear weapons will warn the United Sates. (8) And the test shows the North Korea’s power. They hope that the test would demonstrate to the world the North’s status as a nuclear-capable state. Let the world know that we are not Iraq or Afghanistan.
 Attempt to get economic assistance
North Korea almost has nothing. The economic sanctions will only make it worse. China and South Korea, the top aid providers to and trade partners with the north, supported the sanctions.
