摘要:本文从英国政府权力下放说起,研究了苏格兰在获取下方权利之后,专门设立的议会机构。

t is a complex task for the architect to enable the shaping and mediating of these fields, which by themselves incur a mixing of natural and arbitrary characteristics. The architecture of the Scottish parliemant that emerges from these circumstances is not one text linear in the nature of its reading, and dominated by the brief’s intent, but is also influenced by many “texts” simultaneously written in multiple languages, sometimes involving multiple authors, each of which is intelligible only in context.

The architecture of the parliament is a medium of expression, which employs culturally identified vehicles of meaning yet material artifacts and their unique employment by individuals changes both their meaning and the language itself. This activates a unique synthesis of semiotics drawn from many levels of culture. Textuality thus inscribes many discourses.

'Parliament is seated on Earth ... Scotland is a land, not a series of cities ....the people, the parliament sit in the land... the land itself be a material, physical material construction. ' Enric Miralles. [2]

Unlike the definite and almost ‘monumental’ proposals by rest of the competitors, the concept of the Scottish parliament for Encric Miralles is based on symbolic abstract themes. Initiating at the crudest level as twigs emerge from Salisbury Crags culminating to form leaves, one can interpret different parts of the twigs and leaves to represent the building (or smaller fragmented buildings) as a microcosm of Scotland by itself. [3] This could also be interpreted as an agora, the edifice symbolic of democracy and an important part of ancient ceremonies during the reign of Scottish kingship. Either way, the building seems to be emerging from the earth, representing democracy as the arcs curve and assemble around the landscape to create streets or forums allowing people to “gather” around this congregation of buildings that symbolise communication and behaves like the “pulse of the nation”. [4]

The site, located at the junction where the Royal Mile, connecting the Edinburgh Castle and the Royal palace of Holyroodhouse and the central spine of Old Town, terminates giving way to the natural landscape. The Scottish Parliament’s situation at the urban edge of the city enables architecture (as rising steps towards greatness) to become a connector of “lands” and functionally also allows copious amounts of open public space for people to gather, accentuating the purpose of the building, hence enabling both the “Primary” functional aspect and the “secondary” metaphorical aspect of the building.

Each architects approach towards design is unique. For enric miralles, the plan is the most crucial focal point. Even then, the architect has managed to imbibe details from Scottish history and culture, Catalonian culture and inspirations from other architects such as Gaudi.
