2.1 The Client Brief
 
Normally if you are about to buy something, or arrange for a service to be carried out, you would either browse through a retail store, or use an online catalogue, then select from the goods on offer. Possibly there will be some variation or options available, such as size and colour, but all from the standard range of products. When purchasing a new product or service, this requires a little more input from the purchaser.
 
Likewise, if you were employing a decorator to re-decorate rooms to a building, you would be expected to provide details of the required colours, size of the room, even comment about accessibility (those 4.0m high ceilings are always a problem!). Normally the decorating contractor would visit the premises to give additional advice and explain why it would be necessary to charge you extra, if you agree to this extra work, it becomes part of the clients instruction to the contractor.
 
The Client’s Project Brief is the essential first step in defining a shopping basket of project requirements. A myriad of decisions and actions flow from the Brief and if the definition lacks clarity or if it is incomplete there is a real chance that the end product will be found wanting in some respect.
 
It is an instruction from the client to the Project manager and team that OUTLINES what the required product should be.The Brief is normally written by the client’s organisation, provided sufficient skills are available (knowledge from previous projects). But it is more frequently written by the clients professional advisor or other specialist, then approved by the client. In basic terms, the brief should explain these key aspects.
  What - is to be produced, or the overall objective of the project, known as project deliverables;
  When - the time framework, the commencement date of the project, dates of Phase completions, and the required finish date;
  How - the resources available including the budget;
  Why (possibly)- the project is to be undertaken and benefits.
 
The Parts of the Document Are:
  A summary - which includes basic information about the project and an outline (based on a logical framework approach) of its aims, objectives and activities.
  A narrative description - of what the project is, what it will achieve, inputs required to achieve the project outcomes, risks to its sustainability, and stakeholder involvement in the project.
 
Then:
  A proposed incremental cost assessment;
  A budget;
  An implementation plan;
  Information upon possible public involvement;
  A monitoring and evaluation plan;
  A technical review, where we are now.
