摘要:The purpose of the research is to explore the content validity of the New NatonalCurriculum English Test Paper in 2012 guided mainly by the NNC compared with theNational English Test PaperⅡin 2012 guided mainly by the teaching syllabus.
Chapter 1 Introduction
1.1 Background of Research
National College Entrance Examination (NCEE) is a large-scale and high-riskexamination in our country, while NEMT is one important component of NCEE. AndNCEE as the national college entrance exam is always the focus of attention; howeverthere are many problems which need to be explained scientifically. The validity of NMETis one of them and is considered as a central standard of measuring the test quality. Howthe validity is would affect the realization of selective function in NCEE.Hebei province has implemented the reform of the NNC since 2009 and after goingthrough educational concepts, new teaching methods and text books based on the NNCduring three years, NMET in 2012 is students’ first test guided by the NNC, which can becalled the milestone of education in Hebei. From 2012, the paper of NMET in Hebei hastransformed the National English Test PaperⅡguided mainly by the teaching syllabus intothe New National Curriculum English Test Paper guided mainly by the NNC. While, thetwo papers are very different from each other in the respect of question types, such as theincrease of listening part in the New National Curriculum English Test Paper andelimination of phonetics and word spelling part in the National English Test PaperⅡ, etc.Given all this, it is necessary to compare the validity of the two papers and analyzetheir differences in the respect of validity, requirements of language ability etc. in order toconduct the English teaching.

1.2 The Purpose and Significance of Research
The purpose of the research is to explore the content validity of the New NatonalCurriculum English Test Paper in 2012 guided mainly by the NNC compared with theNational English Test PaperⅡin 2012 guided mainly by the teaching syllabus. And thetwo papers are compared with the NNC of the senior school education, the teachingsyllabus, the test specification and the test syllabus based on Bachman’s task characteristicframework.The significance of the research is shown as follows:
① Though there are many kinds of researches on validity of language testing at bothhome and abroad, there are few researches on NCEE. Moreover, in recent years the NewNational Curriculum English Test Paper exam is taken firstly by many provinces, so theresearches on the NNC or the papers based on it are significant.
② There are few researches which compare the New National Curriculum EnglishTest Paper and the National English Test PaperⅡto study their validity and the NNC. Andthrough the study, it can be much easier to recognize the differences between them in therespect of validity and characteristics, etc.
③ Arthur Hughes (1989) says that the effect of testing on teaching and learning isknown as backwash, and backwash can be harmful or beneficial[1]. So through thecomparative study, it can help teachers understand the requirements of the NNC and theNew National Curriculum English Test Paper so as to conduct their teaching. Andoperable suggestions will be given too.
