2 Industrial Liaison Programs

Patent Filing

This initiative has been taken by HEC which allows for submission of research ideas, published papers, thesis synopsis and such other material which describes the potential invention for evaluation for patentability. It is certified that the submission will remain completely confidential and no step will be taken without the consent of the inventors. The purpose of this evaluation is simply to determine patentability. In case an invention is determined to be patentable, the inventor will be encouraged to file for an international patent. To make sure that this process is completely confidential, the inventor is required to create an account to which only he/she has access. The inventor will also be able to track the progress on the evaluation of his/her ideas as well as the recommendations to proceed with the filing of international patents on his/her account page.

University/ Industry Technology Support Program (UITSP)

University – Industry Technology Support Program of the Higher Education Commission is an important step towards fostering high level of cooperation between academia and industry for capitalizing on emerging international demands. This program is focused on industrial sectors where the country is already a major contributor to world trade.

University – Industry Technology Support Program (UITSP) of the Higher Education Commission proposes that the researchers preferably with PhD degree and affiliation with international professional bodies collaborate with local industry involved in discrete and continuous manufacturing for results in terms of improvement of product and processes leading to decreased import of raw material and increased export of the finished product and processes. The products and processes needing improvement should ideally be in priority areas relevant to national needs for socio-economic development of the country.

Industrial Liaison Secretariat

The Higher Education Commission (HEC) has set up an industrial liaison secretariat to develop effective cooperation between academia and industry to capitalize on the ever increasing international demand for products and processes. The secretariat will serve as a catalyst for university-industry partnership to identify new technical challenges, find their solution and assist in the launch of new programs in the academic institutions.

Therefore, the HEC is taking a lot of initiatives for the industry-academia collaboration but the result and outcome are not satisfactory.

4.2 Problems with Initiatives

HEC has taken certain initiatives for the industry-academia collaboration but we don’t think so that these are as effective as those taken by other countries, we have seen that other developing countries are taking the US-Bayh Dole act as reference and then they apply it according to their own scenario and this has helped them in bridging the gap, because that is a proper legislation for which proper work out and funds are required, so we believe that the government of Pakistan should start thinking of applying that model and make proper institutions that would help industry and academia come together.
