This white paper is about the development of digital economy and ICT industry, which inevitably contains many economic terms and ICT terms such as “需求侧” (the demand side), “电子商务” (e-commerce), “下行压力” (downward pressure). These terms are critical for comprehension of the text. 

Besides the fixed terms and expressions, the source text contains polysemous words and various collocations. Also, there are many long and complicated sentences in the source text. 

As mentioned above, terms, collocations and long and complicated sentences are three big challenges for the translator. Those articles are difficult but not unreasonably difficult. Therefore, it is a good text to help the translator to train her translation skills. 

Chapter 2 Theoretical Basis

2.1 Brief Introduction to the Relevance Theory

Relevance theory was proposed by French philosopher and linguist Dan Sperber and British linguist Deirdre Wilson in their co-authored book Relevance: Communication and Cognition. This book is a comprehensive monograph, focusing on human verbal communication and comprehension of utterance in pragmatics research. In this book, Sperber and Wilson develops a communicative model of ostensive-inferential process, context effect and relevance, which provides a new angle for translation research. Relevance theory is based on the principle of relevance. As an integral part of cognitive pragmatics, relevance theory involves cognition and communication. It aims to “identify underlying mechanisms, rooted in human psychology, which explain how humans communicate with one another” (Sperber & Wilson, 2001: 32). 

“Relevance theory can effectively explain translation activities, guide translation activities, and lay the foundation for translation ontology and methodology” (Zhao, 1999: 276). Based on the relevance theory, Wilson’s student Ernest Gutt proposed relevance translation theory in his book Translation Relevance: Cognition and Context. In this book, Gutt applies relevance theory to translation practice and explains the basics of relevance translation theory. Relevance translation theory aims at studying the translation process, and it claims that translation is a verbal communication activity. Communication is also an inferential process. “The aim of communication in general is to increase the mutuality of cognitive environments rather than guarantee an impossible duplication of thoughts” (Sperber & Wilson, 2001: 200). Thus it can be combined with context to perceive the speaker’s communicative intention. That is to say, the success of communication depends on whether the speaker and the listener can find the optimal relevance.

2.2 The “Comprehension, Expression and Adaptation” (CEA) Framework 

The “Comprehension, Expression and Adaptation” (CEA) framework was proposed by Changshuan Li and Xiaojing Shi in the book Meaning and Expression: Annotated Texts in Chinese-English Translation. In this book, Li and Shi provide some typical translation examples and analyses to help readers better understand the CEA framework.
