As mentioned in this case, Mike Jackson assigned the first ‘Fast Mortgages’ in the early 1980s, and the basic organizational structure did not fundamentally change until the management consultants introduced the decentralized organization by realizing the competitive environment at the end of the 20th century. Regarding the characteristics of its reformed organizational structure, some main aspects should be described.

On one side, the company frequently refreshed its top management with new executives, who brought in new concepts, judging by its emphasis placed on ‘employee participation’, and also by realizing the increasing demand of adequate supply of goods and services. By recognizing deficiencies of human resource management (HRM) and accounting section in this company, Mike immediately employed experienced HR manager and accountants early in the progress of reorganization.

Apart from this, the corporation expected its employees to express themselves more freely and Mike paid more attention to his subordinates’ ability and perspective for specific positions.
 
All in all, the new organizational structure strengthened the multi-project management perspective with the strong leadership of the centre head and the strong support from the centre-oriented planning division. It implies that Fast Mortgage’s organizational structure tended to be decentralised.
 
1.2 Trends of Reformed Organizational Structure
 
Since 1991, a great number of international firms have started changing their product strategies, by recognizing the increased competition in their surrounding environment. In addition, with the accelerated development of industrialization and globalization, more enterprises began to increase the awareness of organizational behaviour, and tended to reorganize the structure by getting balance of centralisation and decentralisation.
 
For instance, Toyota, as Japan’s largest vehicle corporation, has emphasized more on people, the development of a management system (kaizen and kanban) and the facilitation of decision making.
